Mumbai, July 2 A day after Municipal Commissioner Jairaj Phatak cited to Mumbaiites the example of the people of The Netherlands who "have learns to live with floods', diplomats from the The Netherlands pointed out tersely that the Dutch had overcome the devastating floods of 1953 and could quite easily offer Mumbai's administrators some advice on how to tackle the elements.

At a time when alleged corruption in construction of dykes and embankments in Assam is in sharp focus, it has now come to light that the Water Resources Department is starved of funds that could be released on time for execution of crucial work. Well-placed sources have revealed that the Department has been facing acute shortage of funds, which has led to its increasing dependence on other government departments and a resultant delay in implementation of various schemes.

The Government of India adopted the first Flood Control Policy in 1954 and proceeded to construct 33928.642 kilometers of embankments along its rivers, 38809.857 kilometers of drainage channels dug to drain unwanted floodwaters and protect 2458 towns against floods and raise 4716 villages above the maximum observed flood level. It is worth noting that the nationwide floods of 1954 had a spread area of only 7.490 mh. This had gone up by 22 times in the 51 years between 1954 and 2004 despite an investment of Rs. 8113.11 crores till the end of the ninth FYP (2002).

Delhi chief minister Sheila Dikshit on Friday said the city government is fully equipped to meet any challenge of flood. She said the flood control order 2008 has been issued and the central flood control room has also become operational. The chief minister charred a meeting of the top committee for flood control 2008 on Friday. Divisional commissioner Nutan Guha Biswas will function as the convenor secretary of the committee, which will meet by the last week of June.

Missouri Army National Guard soldiers fortified a levee with sandbags in Clarksville, Mo. In some towns, residents smiled as they saw the water creep back down the walls of homes and makeshift barricades. Frantic sandbagging efforts stopped in places like Quincy, Ill., and Winfield, Mo. But for many it was a temporary reprieve as they braced for another crest of water.

The Flood Control Order-2008 was issued on Friday and the Central Flood Control Room made operational by the Delhi Government in order to meet any exigency arising due to floods in the Capital.

Just before the commencement of the monsoon, PCMC commissioner Ashish Sharma called for a meeting of various officials to discuss flood control measures recently. People staying near the banks of the rivers Pavna, Mula and Indryani have to face the menace of floods, threatening their life and property.

The Rs.253-crore flood prevention project, to strengthen the bunds of the Cauvery, Coleroon and other rivers in Tiruchi, Karur and combined Perambalur districts, would be completed within two years, Public Works Department Minister Durai Murugan has said. Chief Minister M. Karunanidhi would lay the foundation stones for this and three other projects of the Public Works Department to be taken up in Tiruchi, Thanjavur, Karur, Nagapattinam and combined Perambalur districts here on June 24.
