FINE IMPOSED

Irked by its failure to implement court orders and stop the discharge of untreated domestic waste and industrial effluent into the Yamuna, the Supreme Court has imposed afine of Rs 10,000 on the Delhi government. A division benchof the court stated: "We cannot overlook the fact that earlier orders of the court have not been implemented.' Later, after repeated pleadings by additional solicitor general Mukul Rohatagi, the court softened its stanceand suspended the realisation of the fine. It, however, observed: "Yamuna today is worse thana drain with no dissolved oxygenin it.' The bench was irked bythe fact that despite its 1995order to the state government toset up 16 sewage treatmentplants in Delhi, only five hadbeen made operational after five years.
