Report by UEPPCB on waste disposal dump yard set up on the bank of river Khoh, village Ratanpur, Kotdwar, Uttarakhand

Action taken report by the Uttarakhand Environment Protection and Pollution Control Board (UEPPCB) in Original Appliction No. 144 of 2018 in compliance of National Green Tribunal order of July 27, 2019 in the matter of Arvind Baniyal Vs State of Uttarakhand. The matter relates to a waste disposal dump yard set up on the bank of river Khoh, village Ratanpur, Kotdwar, Uttarakhand. The report stated that the collected waste of Nagar Nigam, Kotdwar was disposed at Paniyali Talli, village Ratanpur. The site was not developed scientifically and collected bio-degradabale and non-biodegradable wastes are being dumped at this site. The site was being used bythe municipal corporation since 2008. Further, the solid waste disposal site was located at the bank of Khoh river. Although, the Nagar Nigam Kotdwar had made boundary wall towards Khoh river, but the possibility of leachate from the dump site into river Khoh during rain was evident. A new site for solid waste processing and disposal facility had been identified at Haldukhatta, Kotdwar near Malam nadi.

The state PCB had asked the Nagar Nigam to immediately stop illegal dumping of solid wastes at the bank of river Khoh, village Ratanpur, Kotdwar and ensure cleaning of all dumped waste from the dump site at the earliest. The nagar nigam was also asked to establish a solid waste processing and disposal facility in accordance of the Solid Waste Management Rules, 2016 at the earliest. The UEPPCB informed the NGT that the Nagar Nigam Kotdwar has not replied to the answer of the notice issued and nor filed any compliance report.
