Report on behalf of Haryana State Pollution Control Board in the matter of Vinod Kumar Bansal Vs State of Haryana & Others, dated 05/03/2020.

In compliance of NGT order dated August 13, 2019 a joint team of Haryana State Pollution Control Board and Municipal Council, Dabwali inspected the sanitary landfill site of MCC Dabwali and town Dabwali on August 27, 2019 to verify the status of compliance of the Solid Waste Management Rules, 2016.

The Joint inspection team found deficiencies in proper and scientific management of solid waste. The Municipal Council, Mandi Dabwali, Sirsa District, Haryana had not made provision for door to door collection of segregated solid waste and scientific management of solid waste. The local body was not “complying with the duties and responsibilities assigned to them as per Rule No. 15 of the Solid Waste Management Rules, 2016.” Further, the sanitary landfill site of Municipal Council, Mandi Dabwali was found non-compliant with respect to provisions of Environment Protection Act, 1986.
