Joint Committee report on steps taken to arrest fire at dumpyards, Delhi, 21/09/2022

Interim progress report of the Joint Committee under the chairmanship of S P Garg constituted in response to the National Green Tribunal order, April 27, 2022 in the matter of news item published in News 18, April 26, 2022 titled “Delhi: Massive Fire at Bhalswa Dump Yard, Fourth This Year; 13 Fire Tenders on Spot.”

D K Singh, one of the members of the team who had visited the Gorai and Deonar dumpsites in Mumbai, submitted a report. The committee after examining the report was of the view that various steps taken at the Gorai and Deonar dumpsites are very useful and can be replicated at landfill sites at Delhi. The stakeholders were directed to examine the report and explore the possibility of its implementation.

To prevent fire incidents, the following suggestions can be considered:

  • For release of methane generated from dump-site, perforated HDPE pipes or of any other suitable material may be provided at the dump-site at suitable locations with proper spacing as per the site requirement
  • Declare the entire dump-site as ‘No Smoking Zone’ and ‘Match-Box Free Zone’
  • Regular plantation activities be undertaken over the capped area.
  • Unauthorized entry of persons and rag-pickers be stopped.
