Sub: Expansion of existing Iron and Steel Plant by Installation of
Coke Oven Plant (0.5 MTPA), Iron Ore Washing (2.7 MTPA) and Pelletization Plant
(1.2 MTPA) at Adityapur Industrial Area, Village Jhurkuli, Tehsil Gamharia, District Saraikela- Kharsawan in Jharkhand by M/s Usha Martin Limited - regarding Environmental
Clearance
Sir,
2. The Ministry of Environment and Forests
has examined the application for the above project. It is noted that M/s Usha Martin
Limited have proposed for expansion of existing Iron and Steel Plant by installation of Non-recovery type Coke Oven Plant (0.5 MTPA), Iron Ore Washing (2.7 MTPA) and Pelletization
Plant (1.2 MTPA) at Adityapur Industrial Area, Village Jhurkuli, Tehsil Gamharia, District Saraikela- Kharsawan, Jharkhand. No additional land will be
required for the proposed expansion as the expansion will be carried within the
existing Steel Plant premises. The total plant area is 79.0 ha out of which
10.35 ha will be earmarked for the proposed expansion. Out of the total plant area i.e. 79 ha, about 26 ha will be covered under
green belt. The green belt has already been developed in 22.5 ha of land area
and rest 3.5 ha of area will be further developed to cover 33 % of the total plant
area. There is no National Park / Wildlife Sanctuary / Reserve
Forest within 10 kms radius of the study area.
However, one Protected Forest is situated at a distance of 2.5 km in NE from
the project site. River Subarnarekha flows at a distance of 5.5 km, Sanjai Nadi at 4.5 km and Kharkai River at 5 km. Sitarampur
Reservoir is at a distance of 2.5 kms. Non- recovery coke oven with waste heat recovery plant will be provided
with modified wet quenching for coke cooling. The waste gas from the coke ovens will be passed through waste heat
recovery boilers for production of High-pressure steam and subsequent power
generation. Lime
scrubbing will be done for desulphurization of the exit gas after waste heat
recovery from boilers. The Capital Cost of the
project is Rs 370 crores. Rs 50 crores & Rs 2.5 crores per annum will be
earmarked towards Capital Cost and Recurring Cost for Environment
Protection.
3. The details
of existing and proposed facilities along with production capacity are given

4. The major raw
materials required for the proposed project will be Iron Ore (8,200 TPD),
Coking Coal (2,100 TPD), Bentonite (42 TPD),
Limestone (90 TPD) and 7,500 Nm3/hr. of Blast Furnace gas (BFG).
Imported Coking Coal would be used for the proposed Coke Oven plant. Contract
has been signed with Xstrata Coal Queensland Pvt. Ltd, Australia on 15th March,
2011 & Pre-agreement with Bhpbilliton dated 28th
April, 2011. Iron Ore would be sourced from Usha
Martin?s Iron Ore Mine at Ghatkuri in District West Singhbhum, Jharkhand.
Total power requirement for the proposed project will be 12.5 MW, which will be
sourced from the captive power plants.
5. It is noted coal crushing for Coke
Oven will be equipped with de dusting system which will be provided with bag
filters. Coke oven fuel gases will be utilized for power generation. The coke
oven gas will be subjected to desulphurization before emitting into atmosphere.
At pellet plant, ESP will be installed at head and multi
cyclone will be used for secondary de-dusting for
screening and proportioning. The Stack emissions for the existing units are
maintained below 100 mg/Nm3 as per Environment Clearance & Consent granted. The
stack emission for the proposed project will be maintained below 50
mg/Nm3. Pulse jet type bag filters will be installed
to control the fugitive dust emissions from the pelletization plant. Dust
emission along the haul roads in the plant premises will be suppressed by
sprinkling of water.
6. The water
requirement for existing plant is 7,600m3/d and for proposed
expansion is 3,440m3/d, which
would be sourced from Subarnarekha Multipurpose Project as per Agreement No. WS/SMP/UMIL/JSR/5/94/01 of 16th May, 1994 for drawl
of 13,600 KL water per day with Subarnarekha Multipurpose Project Unit Adityapur, Jamshedpur. Wastewater generated in
the process of coke quenching will be is 100% re-circulated. The makeup water
will be added for quenching of coke. For Iron ore washing, 100% water will be recycled back to the process. Wastewater from production mainly includes the water used for
flushing floor of different shops and the water returned from wet type dust
removers. Sewage will be treated by septic tank & soak pit. There will be
zero effluent discharge from the proposed project activity. Rain water
harvesting structure will be developed to recharge the ground water as well as
for use of industrial purpose.
7. The solid waste
will be generated in the form of Iron ore sludge which will be sold to outside
vendors. No Solid waste will be generated from the Pellet Plant. The Solid waste from Coke Oven Plant will be used as
fuel in the captive power plant or sold to outside vendors. The
dust from the APC
device will be reused in the Captive pelletization plant. Used oil will be sold
to authorized recyclers.

8. All the integrated
steel plants are listed at S.No. 3(a)
under Category ?A? of the Schedule of the EIA notification 2006 and appraised
by the Expert Appraisal Committee-1 (Industry) in the Ministry.
9. The
proposal was considered by the Expert Appraisal Committee-1 (industry) in its
26th meeting held during 22nd - 23rd July,
2011. The Committee recommended the proposal for environmental clearance
subject to stipulation of specific conditions along with other environmental
conditions. The proposed project falls within
Notified Adityapur Industrial area. Hence, public hearing
was not required as per Para 7 (i) III Stage 3 (i) (b) of the EIA Notification, 2006.
10. Based
on the information submitted by you, presentation made by you and consultant, M/s JM EnviroNet Pvt. Ltd., Gurgaon, the
Ministry of Environment and Forests hereby accords environmental clearance to
the above project under the provisions of EIA Notification dated 14th
September 2006 subject to strict compliance of the following Specific and
General conditions:
A.
SPECIFIC CONDITIONS :

ash shall be transported in the closed
containers only and shall not be overloaded. Vehicular emissions shall be
regularly monitored and records kept.
ix.
Efforts
shall be made to make use of rain water harvested. If needed, capacity of the
reservoir shall be enhanced to meet the maximum water requirement. Only balance
water requirement shall be met from other sources.
xiv. At least 5 % of the total cost of the
project shall be earmarked towards the Enterprise Social Commitment based on
locals need and item-wise details along with time bound action plan should be
prepared and submitted to the Ministry?s Regional Office at Bhubaneswar.
Implementation of such program should be ensured accordingly in a time bound
manner. The action plan shall include major items like school, vocational
training etc.
xv. The company shall provide housing for
construction labour within the site with all
necessary infrastructure and facilities such as fuel for cooking, mobile
toilets, safe drinking water, medical health care, crèche etc. The housing may
be in the form of temporary structures to be removed after the completion of
the project.
xvi. The Company shall submit within three
months their policy towards Corporate Environment Responsibility which should
inter-alia address (i) Standard operating process/
procedure to being into focus any infringement/deviation/violation of
environmental or forest norms/conditions, (ii) Hierarchical system or
Administrative order of the Company to deal with environmental issues and
ensuring compliance to the environmental clearance conditions and (iii) System
of reporting of non compliance/violation environmental norms to the Board of
Directors of the company and/or stakeholders or shareholders.
B. GENERAL CONDITIONS:
i.
The project authorities
shall strictly adhere to the stipulations made by the Jharkhand Pollution Control Board (JPCB) and State Govt.

i.
At no time, the emissions shall exceed the
prescribed limits. In the event of failure of any pollution control system
adopted by the unit, the unit shall be immediately put out of operation and
shall not be restarted until the desired efficiency has been achieved.
ii.
No further expansion or
modifications in the plant shall be carried out without prior approval of the
Ministry of Environment and Forests. In case of deviations or alterations in
the project proposal from those submitted to this Ministry for clearance, a
fresh reference shall be made to the Ministry to assess the adequacy of
conditions imposed and to add additional environmental protection measures
required, if any.
iii.
The gaseous emissions
from various process units shall conform to the load/mass based standards
notified by this Ministry on 19th May, 1993 and standards prescribed
from time to time. The State Board may specify more stringent standards for the
relevant parameters keeping in view the nature of the industry and its size and
location.
iv.
The project authorities
shall strictly comply with the rules and regulations under Manufacture, Storage
and Import of Hazardous Chemicals Rules, 1989 as amended in October, 1994 and
January, 2000. Authorization from the JPCB shall be obtained for
collection, treatment, storage, and disposal of hazardous wastes.
v.
The project authorities
must strictly comply with the rules and regulations with regard to handling and
disposal of hazardous wastes in accordance with the Hazardous Wastes
(Management, Handling and Transboundary Movement) Rules, 2008. Authorization from the Jharkhand Pollution
Control Board must be obtained for collection / treatment / storage / disposal
of hazardous wastes.
vi.
The overall noise levels
in and around the plant area shall be kept well within the standards 85 dB(A)
by providing noise control measures including acoustic hoods, silencers,
enclosures etc. on all sources of noise generation. The ambient noise levels
shall conform to the standards prescribed under Environment (Protection) Act,
1986 Rules, 1989 viz. 75 dB(A)(day time) and 70 dB(A) (night time).
vii.
The company shall
develop rain water harvesting structures to harvest the rain water for
utilization in the lean season besides recharging the ground water table.
viii.
Occupational Health
Surveillance of the workers shall be done on a regular basis and records
maintained as per the Factories Act.
ix.
The project proponent
shall also comply with all the environmental protection measures and safeguards
recommended in the EIA/EMP report.
x.
A separate Environmental
Management Cell equipped with full fledged laboratory facilities shall be set
up to carry out the environmental management and monitoring functions.
xi.
As proposed, Rs. 50 Crores and Rs. 2.5 Crores shall be earmarked towards total capital cost and recurring
cost/annum for environmental pollution control measures and judiciously used to
implement the conditions stipulated by the Ministry of Environment and Forests
as well as the State Government. A time bound implementation schedule shall be
submitted to the Ministry and its Regional Office at Bhubaneswar to implement all the conditions stipulated herein. The funds so
provided shall not be diverted for any other purpose.
xii. A copy of clearance letter shall be sent
by the proponent to concerned Panchayat, Zila Parishad/Municipal Corporation, Urban Local Body and the
local NGO, if any, from whom suggestions/representations, if any, were received
while processing the

proposal. The clearance letter shall also be put on the web site of the company
by the proponent.
xiii. The project proponent shall upload the
status of compliance of the stipulated environment clearance conditions,
including results of monitored data on their website and shall update the same
periodically. It shall simultaneously be
sent to the Regional Office of the MOEF, the respective Zonal Office of CPCB and the
PPCB. The criteria pollutant levels namely; RSPM
(PM 2.5 and PM10), SO2, NOx
(ambient levels as well as stack emissions) or critical sectoral parameters,
indicated for the projects shall be monitored and displayed at a convenient
location near the main gate of the company in the public domain.
xiv. The project proponent shall also submit
six monthly reports on the status of the compliance of the stipulated
environmental conditions including results of monitored data (both in hard
copies as well as by e-mail) to the Regional Office of MOEF, the respective
Zonal Office of CPCB and the JPCB. The Regional Office of this Ministry / CPCB / JPCB shall monitor the stipulated
conditions.
xv. The environmental statement for each
financial year ending 31st March in Form-V as is mandated to be
submitted by the project proponent to the concerned State Pollution Control
Board as prescribed under the Environment (Protection) Rules, 1986, as amended
subsequently, shall also be put on the website of the company alongwith the
status of compliance of environmental conditions and shall also be sent to the
respective Regional Offices of the MOEF by e-mail.
xvi. The Project Proponent shall inform the
public that the project has been accorded environmental clearance by the Ministry
and copies of the clearance letter are available with the JPCB and may also be seen at Website of the
Ministry of Environment and Forests at http:/envfor.nic.in. This shall be
advertised within seven days from the date of issue of the clearance letter, at
least in two local newspapers that are widely circulated in the region of which
one shall be in the vernacular language of the locality concerned and a copy of
the same should be forwarded to the Regional office.
xvii. Project authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the
concerned authorities and the date of commencing the land development work.
11. The Ministry may revoke or suspend the
clearance, if implementation of any of the above conditions is not
satisfactory.
12. The Ministry reserves the right to
stipulate additional conditions if found necessary. The Company in a time bound
manner shall implement these conditions.
13. The above conditions shall be enforced,
inter-alia under the provisions of the Water (Prevention & Control of
Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act,
1981, the Environment (Protection) Act, 1986, Hazardous Wastes (Management,
Handling and Transboundary Movement) Rules, 2008 and the Public (Insurance)
Liability Act, 1991 along with their amendments and rules.
