Subject: Expansion of existing Sponge Iron Plant (48,000 TPA) & M.S. Ingots (21,600 TPA) by addition of M.S. Ingots (14,400 TPA) at Bija Bahal, District Sundergarh, Orissa by M/s Pawanjay Sponge Iron Ltd. ? Environment clearance reg.

 

Sir,

            This has reference to your letter no. PSIL/ME&F/459/2007-08 dated 16th January, 2007 alongwith Application in Form I, Pre-feasibility Report and EIA/EMP Report subsequent clarifications furnished by you vide your letters dated nil for environmental clearance on the above mentioned project. 

 

2.0       The Ministry of Environment and Forests has examined your application.  It is noted that M/s Pawanjay Sponge Iron Ltd. have proposed for the expansion existing Sponge Iron Plant (48,000 TPA) & M.S. Ingots (21,600 TPA) by addition of M.S. Ingots (14,400 TPA) at Bija Bahal, District Sundergarh, Orissa.  Total project area is 25.99 acres and expansion will be carried out in the existing premises. No National Park and Wild life sanctuary is located within 10 Km radius of the project. Ghaghari RF, Jaidega RF, Jharbada RF, Jugsai RF, Kamarpahar RF, Bamnipahar RF, Mudrapahar RF, Harapali RF, Chadri RF, Chilangpahar RF, Satbhaya RF, Lassey RF, Jhitingara RF, Jallangbera RF, Dhumagada RF are located within 10 Km radius of projects site.  Total cost of the project is Rs. 280.27 Lakhs.

 

2.0       Sponge iron, Pig iron, M.S. Scrap and Ferro Alloys will be used as raw material for M.S. Ingot plant of the expansion. Manufacturing process of Mild Steel Ingots will involve melting of raw material in induction furnace and casting of molten metal into moulds followed by cooling and testing for quality control to get finished product.

 

3.0       Swiveling hood for fume extraction and wet scrubber with stack of adequate height will be provided to existing induction furnace (IF) to control particulate emissions.  Dry fog system and water sprinkling will be provided to control fugitive emissions. Total ground water requirement will be 76.8 m3/day and permission from Central Ground Water Authority (CGWA) is obtained.  All the treated wastewater will be recycled reused in the process, dust suppression and green belt development. No effluent will be from the process will be discharged.  Slag will be properly disposed off.   

 

4.0       No public hearing is required due to expansion of the proposed unit in the same campus as per Section 7 (ii) of EIA Notification, 2006. ?Consent to Establish? has been accorded by the OSPCB vide letter no. 24596 dated 16th December, 2007.

                  

5.0.      The Ministry of Environment and Forests hereby accords environmental clearance to the above project under the provisions of EIA Notification dated 14th September, 2006 subject to compliance of the following specific and general conditions :

 

A.         SPECIFIC CONDITIONS :

 

i)                    Existing DRI kiln shall be provided with waste heat recovery boiler (WHRB) to make use of flue gases generated during the process from the sponge iron plant.  Bag filters, hood with fume extraction system, wet scrubber and stack of adequate height as per the CPCB guidelines shall be provided to the induction furnace to control the particulate emissions below 50 mg/Nm3.  Data on ambient air quality, stack emissions and fugitive emissions shall be regularly submitted to this Ministry including its Regional Office at Bhubaneswar / Orissa Pollution Control Board (OPCB) and Central Pollution Control Board (CPCB) once in six months.

   

ii)                   Gaseous emissions including secondary fugitive emissions from all the sources shall be controlled within the latest permissible limits issued by the Ministry and regularly monitored. Guidelines / Code of Practice issued by the CPCB shall be followed.

 

iii)                 Dust suppression and extraction system shall be provided to control dust emissions from all the vulnerable sources like raw material handling and storage areas.  All the roads shall be tarred and water sprinkling shall be ensured to control dust emissions. All the material transfer points, discharge points and raw material storage area shall be completely covered. Monitoring of fugitive emissions in the work zone environment shall be carried out regularly as per the CPCB guidelines and reports submitted to Ministry?s Regional Office at Bhubaneswar / OPCB and CPCB.

 

iv)                 Vehicular pollution due to transportation of raw material and finished product shall be controlled.  Proper arrangements shall also be made to control dust emissions during loading and unloading of the raw material and finished product.

 

v)                  Total ground water requirement shall not exceed 76.8 m3/day as per the permission accorded by the Central Ground Water Authority (CGWA).  All the cooling tower blow down and treated process wastewater including scrubbed effluent from induction furnace shall be recycled and reused in the process, dust suppression and green belt development. No wastewater shall be discharged outside the plant premises and ?Zero? discharge shall be strictly adopted as proposed. Treated domestic wastewater shall be treated in septic tank followed by soak pit and used for green belt development.

 

vi)                 All the char from existing DRI plant shall be utilized in AFBC boiler of power plant and no char shall be disposed off anywhere else. All the other solid / hazardous waste generated shall be properly utilized or disposed off in environment friendly manner.

 

vii)               Proper utilization of coal fines, iron ore fines, kiln accretions and slag shall be ensured. Slag shall be provided to cement manufacturers for further utilization and no slag shall be disposed off on land except in designated secured landfill designed as per CPCB guidelines. Refractory waste shall be properly disposed off in environment-friendly manner.  All the solid/hazardous waste i.e. slag, sludge and oily waste shall be stored separately in designated place only.  Sludge from septic tank shall be used as soil conditioner for plantation purpose. Slag shall be subject to Toxic Chemical Leachability Potential (TCLP) test before using for filling low lying areas and shall be used only when found non-hazardous. Waste oil and oily sludge shall be provided to registered recyclers as per HW (M&H) Rules, 1989 and subsequent amendments. 

           

viii)              Green belt shall be developed at least 33 % area within and around the site as per the CPCB guidelines to mitigate the impacts of fugitive emissions in consultation with local DFO.

 

ix)                 Prior permission and recommendations from the State Forest Department shall be obtained regarding likely impact of the expansion of the proposed steel plant on the Ghaghari RF, Jaidega RF, Jharbada RF, Jugsai RF, Kamarpahar RF, Bamnipahar RF, Mudrapahar RF, Harapali RF, Chadri RF, Chilangpahar RF, Satbhaya RF, Lassey RF, Jhitingara RF, Jallangbera RF, Dhumagada RF located within 10 km. respectively and implementation of recommendations shall be ensured.

 

x)                  All the recommendations mentioned in the Charter on the Corporate Responsibility for the Environmental Protection (CREP) for the Steel Plants shall be implemented.

 

B.        GENERAL CONDITIONS:

 

i.                     The project authorities must strictly adhere to the stipulations made by the Orissa Pollution Control Board (OPCB) and the State Government.

 

ii.                   No further expansion or modifications in the plant shall be carried out without prior approval of the Ministry of Environment and Forests.

 

iii.                  The gaseous emissions from various process units shall conform to the load/mass based standards notified by this Ministry on 19th May, 1993 and standards prescribed from time to time. The Orissa Pollution Control Board (OPCB) may specify more stringent standards for the relevant parameters keeping in view the nature of the industry and its size and location.  At no time, the emission level shall go beyond the prescribed standards. Interlocking facilities shall be provided so that process can be automatically stopped in case emission level exceeds the limit.

 

iv.                 At least four ambient air quality monitoring stations shall be established in the downward direction as well as where maximum ground level concentration of SPM, SO2 and NOX are anticipated in consultation with the OPCB. Data on ambient air quality and stack emission shall be regularly submitted to this Ministry including its Regional Office at Bhubaneswar and the OPCB / CPCB once in six months.

 

v.                   In-plant control measures for checking fugitive emissions from all the vulnerable sources shall be provided. Further, specific measures like water sprinkling around the coal stockpiles and asphalting or concreting of the roads shall be done to control fugitive emissions.

 

vi.                 Industrial wastewater shall be properly collected, treated so as to conform to the standards prescribed under GSR 422 (E) dated 19th May, 1993 and 31st December, 1993 or as amended form time to time. The treated wastewater shall be utilized for plantation purpose.

 

vii.                The overall noise levels in and around the plant area shall be kept well within the standards (85 dBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation.  The ambient noise levels shall conform to the standards prescribed under EPA Rules, 1989 viz. 75 dBA (day time) and 70 dBA (night time).

 

xi)                 Occupational health surveillance of the workers shall be done on a regular basis and records maintained as per the Factories Act, 1948.

 

viii.              The company shall develop rain water harvesting structures to harvest the rain water for utilization in the lean season besides recharging the ground water table.

 

ix.                 The project proponent shall also comply with all the environmental protection measures and safeguards recommended in the EIA / EMP report. Further, the company must undertake socio-economic development activities in the surrounding villages like community development programmes, educational programmes, drinking water supply and health care etc. Suggestions made during the public hearing shall be implemented.

 

x.                   As proposed, Rs. 6.62 Lakhs and Rs. 1.50 Lakhs earmarked towards capital cost and recurring cost / annum for environmental pollution control measures shall be judiciously utilized to implement the conditions stipulated by the Ministry of Environment and Forests as well as the State Government.  The funds so provided shall not be diverted for any other purpose.

 

xi.                 The Regional Office of this Ministry at Bhubaneswar / CPCB / OPCB shall monitor the stipulated conditions.  A six monthly compliance report and the monitored data along with statistical interpretation shall be submitted to them regularly.

 

xii.                The Project Proponent shall inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the OPCB and may also be seen at Website of the Ministry of Environment and Forests at http:/envfor.nic.in. This shall be advertised within seven days from the date of issue of the clearance letter, at least in two local newspapers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same shall be forwarded to the Regional office at Bhubaneswar.

 

xiii.              Project authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land development work.

 

6.0.      The Ministry may revoke or suspend the clearance, if implementation of any of the above conditions is not satisfactory.

 

7.0.      The Ministry reserves the right to stipulate additional conditions if found necessary. The Company in a time bound manner shall implement these conditions.

 

8.0       Any appeal against this environmental clearance shall lie with the National Environment Appellate Authority, if preferred within a period of 30 days as prescribed under Section 11 of the National Environment Appellate Act, 1997.

 

9.0       The above conditions shall be enforced, inter-alia under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, Hazardous Wastes (Management and Handling) Rules, 2003 and the Public (Insurance) Liability Act, 1991 along with their amendments and rules
