100 nations seek ban on toxic matter

Taking aim at the so-called "dirty dozen", delegates from more than 100 nations begin negotiations on Monday on the first global treaty banning or reducing use of some of the most toxic chemical pollutants.At week-long talks in Montreal, sponsored by the UN environmental programme, delegates will try to set a framework for producing a legally binding treaty by the end of 2000 that would curb emissions of 12 of the most dangerous manmade substances.
