The 10th plan documentation, appears to have demolished Prime Minster Atal Behari Vajpayee's castles in the air - the promise of creating five crore jobs by 2007. In fact, on the assumption that a growth rate as high as *% would be achieved per year for the next five years, the 10th Plan clearly stated: "Even with 8% growth per annum, the objective of providing employment opportunities to al additions to labour force will not be achieved." This was estimated on the basis that employment growth would be at 1.7% per year as against a labour force growth of 1.8% per annum.
