Itanagar: While Chief Minister Nabam Tuki sounded a red alarm on the deteriorating flood situation with unabated flood fury by nonstop heavy downpour, Bordumsa ADC Kento Riba has sought helicopter service to rescue about 300 people marooned in Vijaypur-III village in Bordumsa circle of Changlang district since midnight of June 23 after swollen Noa-Dehing river tore apart the village into two breaking its embankment.
Despite inordinate delay in arriving at the spot on Monday night, all hopes pinned on the Army’s 3rd Mountain Regiment to evacuate the flood victims with mechanized motor boats came to naught yesterday as the team placed one after another demands and ultimately failed to launch rescue operation on the pretext of inclement weather and turbulent current.
Finding no alternative, Riba has sent a requisition for a chopper to the civil aviation commissioner as the poor villagers were without proper food and water for the last 70 hours or so.
Blaming the hypersensitive flood situation with remote possibility of any respite because of ceaseless torrential rains, Riba advocated that the stranded people should be evacuated at the earliest on humanitarian ground.
Chief Minister Nabam Tuki on Tuesday sounded red alert across the State in view of the devastating effects caused by torrential rains for the last several days. On receipt of the ADC’s request for requisitioning a chopper, Tuki, who is in New Delhi to attend the 61st plenary of the North East Council scheduled on Wednesday, has taken up the matter with the Indian Air Force, official sources informed.
The CM is in constant touch with concerned officials and the State police since reports of floods, landslides and bridges being washed away poured in from across the State following heavy monsoon rains.
On the directives of the CM, the chief secretary has issued strictures to all administrative officers including DCs and police in the districts to remain alert as well as assess the situation immediately and submit their reports. Similar orders have been dispatched to the disaster management department (DMD) to alert all the relief and rehabilitation officers in the districts.
The DMD has been asked to coordinate with the police and the medical department to provide immediate relief and aid to the people affected areas. While the medical department has been directed to keep medicine, particularly first-aid, in sufficient stock, the civil supplies department has been asked to keep in stock sufficient food grains, especially in vulnerable districts, to meet any eventuality.
To meet the situation, as an immediate measure the State Government has allotted Rs 10 lakh to each of the DCs and Rs 5 lakh to each of ADCs.
Tuki, who is personally monitoring the rescue and relief operations by taking regular updates from the officials, has appealed the civil society organizations, student and youth bodies to voluntarily help the administration in lending a helping hand to the unfortunate victims of nature’s fury.
He called upon the people, especially those residing in vulnerable areas, to remain alert and adopt immediate preventive and safety measures. To those who are residing in lowland areas, which are dangerously prone to inundation or landslides, he urged them to shift to safer places.
“We cannot fight nature but we can take preventive measures by accepting the fact,” he said while directing the disaster management director to coordinate with the district administration and get daily reports on the situation.
The Capital Complex was not spared by the monsoon as NH-52 A has been eroded at the sinking zone to such an extent that it could collapse any time as only light vehicles were crossing during the day time with great risk.
Capital Complex ADC Bokar Basar has declared the road unsafe and hazardous and prohibited traffic movement under section 144 CrPC.
SP Hibu Tamang confirmed the order and closure of the road at Banderdewa and Nirjuli points while all vehicular traffic has been diverted through the Nirjuli- Doimuk- Gumto- Harmuti road till the road is made traffic worthy.
In Lower Dibang Valley Paglam village in Dambuk subdivision is in danger of being inundated by Dottung river due to incessant rainfall for the last few days. The river water has risen up to hip level and flooded the secondary school there, compelling it to be closed temporarily.
Several granaries have been flooded and the administration has advised the villagers to shift to Keba Tinali near the CO office till the water level subsides. The flood protection work against Sine river was washed away Sunday night and the river is posing a threat to the SDO HQ including Remi and other adjoining villages, Dambuk SDO Eving Yirang informed.
The ferry service at Amarpur ghat in Assam - the only route connecting Dambuk to Roing – is suspended since June 22. Due to sudden increase in water volume, Deopani river, flowing just 1 km north of Roing, has diverted its course towards the east bank, posing danger to residents settled near the river bank.
With the diversion of the river, the temporary bailey bridge over the river is cut off, thereby snapping the link road connecting Kebali and other adjoining villages, Hunli subdivision, Desali circle and Anini with Roing.
In East Siang, the mighty Siang is flowing above the danger mark, causing disruption of road communication and intensifying inundation. Education Minister Bosiram Siram visited Komlighat today and inquired about the villagers’ safety and the precautionary measures being undertaken by the administration.
He advised the villagers to move to safer locations and directed the authorities concerned to provide all basic amenities to the affected people.
Terming the situation grim, Siram said the State government was taking up the issue with the Centre and is expected to receive necessary funds for the purpose.
