The U.S. Environmental Protection Agency and oil industry are engaged in a battle over a proposed amendment to a spending bill before Congress which the agency says would gut plans to clean-up diesel pollution from heavy trucks. Clean air groups, along with EPA Administrator Carol Browner, said on Tuesday they were working to block attempts by the oil industry to have lawmakers legislate changes to the pending final rule on cutting diesel emissions.
