Bhushan, Ispat pacts scrapped

Ranchi, Oct. 3: Chief minister Arjun Munda today ordered scrapping of six more MoUs, which could have translated to investments to the tune of Rs 2,000 crore in the steel and captive power sector, taking the number of pacts cancelled so far to 33. The axe fell on big players like Bhushan Steel Limited and Ispat Industries as well as smaller entities Feegrade & Company Private Limited, Jai Balaji Sponge Limited, Sunflag Iron and Steel Company Limited and Chaibasa Steel Pvt Ltd. All the companies had pledged to set up their steel mills in different parts of the state, besides captive power plants. They signed the MoUs between 2004 and 2008, but failed to achieve remarkable progress in their respective projects. “This was expected. The companies against whom action was taken have not pursued their projects seriously. Now we will block their resources (read iron ore, coal blocks etc), if any,” state industry secretary A.P. Singh told The Telegraph. Till yesterday, the government had cancelled 27 out of 75 MoUs signed in the steel sector in the last eight years, with Sesa Goa Ltd being the last to be struck off the list. Bhushan Steel Limited had signed an MoU in 2007-08 to set up an integrated steel plant with an annual production target of 3.1 million tonnes and also a 300MW power plant in Galudih, East Singhbhum. The state issued a notice to the company in May this year, seeking an explanation as to why the MoU should not be cancelled on the grounds of poor progress. In the first week of September, state industry department recommended cancellation of MoUs with 14 firms including Chaibasa Steel Pvt. Ltd, Bhushan Steel Ltd, Horizon Loha Udyog Ltd, Prakash Ispat Ltd, Ispat Industries Ltd, Feegrade & Company Pvt. Ltd, Essar Steel Jharkhand Ltd, BMW Industries Ltd, Sunflag Iron and Steel Co. Ltd, Vini Iron and Steel Udyog, Rungta Mines Ltd, Jai Balaji Industries Ltd, Jagdamba Fiscal Services and Pawanjai Steel and Power Ltd. However, a few recommendations were later reviewed by chief secretary S.K. Choudhary. Industry secretary Singh said a file pertaining to cancellation of MoU with Vini Iron and Steel Udyog has also returned and it was likely that the MoU with the company had also been scrapped. Notably, the company has been under the CBI lens in connection with the coal scam. The company was purchased by close associates of former chief minister Madhu Koda. In case of Sunflag, it was revealed during an August review that the company had not even identified a site for the plant.
