Undercover agents have stumbled across a number of stores, in Manhattan selling bidis-handrolled Indian cigarettes - in a drive by the city administration against those selling tobacco products to minors. Following the enforcement sweep by the Departmentof Consumer Affairs (DCA) , notices were issued to 36 store owners, including two that sold teenagers bidis, the agency announced.
