The Delhi Cooperative Societies Bill which will be presented in the Assembly during a special two-day session, is being questioned for being in conflict with the existing land policy and for discriminating against the poor. Once the Bill is passed, Delhi will have one policy for those who live in slum resettlement colonies and another for residents of cooperative housing societies. While in the former, power of attorney holders would remain illegal and subject to penal action, in societies, such holders would now be legalised. The Bill, which will regularise occupancy rights of persons who are power of attorney holders, also overrides a provision in the DDA Act. Under the DDA Act, Delhi must seek objections from the public before it makes changes in the land policy.
