An excellent draft report of the National biodiversity strategy & action plan (NBSAP) makes a number of radical suggestion,s such as declaring "no-go" areas that are ecologically sensitive, phasing out of "perverse incentives", such as subsidies for fertilisers and pesticides and packages that encourage monocultures.
