The draft of the Biological Diversity Act, to be tabled soon in Parliament, is full of loopholes that would permit foreign interest to continue to exploit the Indian markets and not ensure conservation of species. " It (the draft) is a bio-piracy facilitating legislation. The draft, if implemented as it is, could end up denying the local people their rights," says Dr Vandana Shiva, director the Research Foundation for Science, Technology and Ecology.
