Brazil energy cuts should aim at heavy power users

Energy-starved Brazil should restrict electricity rationing to power-heavy industries like aluminum instead of spreading the onus of an electricity saving drive across consumers and companies, says a Washington-based energy activist. Howard Geller, former executive director of the American Council for an Energy Efficient Economy (ACEEE), argues that selective shutdowns of electricity-intensive companies would allow Brazil to emerge from a chronic power shortage with less damage to economic growth than under the government's all-encompassing plan.
