Renewable energy should make up 12 percent of EU energy consumption by 2010, the European Commission's programme on meeting emissions reduction targets said. The switch to low-carbon fuels should also be encouraged and a deal with the car industry on cutting carbon dioxide emissions in light commercial vehicles is needed, the European Climate Change Programme added.
