The European Union's spending watchdog savaged the EU's eight-year old programme to improve nuclear safety, potraying it as wasteful, plagued by muddled strategy and staff shortages, and ineffective. Failures in the programme have meant that of Ecu850m earmarked for nuclear safety in 1990-1997, less than half has in fact been spent, according to a report from the EU's Court of Auditors.
