Budget cheers homemakers, green brigade

Putting its money where its mouth is, the Delhi government today announced in its budget for 2005-2006, implementation of VAT from April 1 this year. The budget was presented by Delhi's finance minister Dr A K Walia. The government has an estimated budget of Rs 11,500 crore, which includes Rs 5,100 cr as Plan outlay, Rs 6,328 cr as Non-Plan expenditure and Rs 72 cr for Centrally-sponsored schemes. With VAT, the government expects to mop up about Rs 5,300 cr in revenue. It intends to spend about one-fourth of the Plan outlay on transport
