Texas governor George W. Bush announced details of plans to spur US oil production by drilling in Alaska and elsewhere on Friday, asserting the Clinton-Gore administration had left America "at the mercy of big foreign oil." With winter approaching and fuel prices high, energy politics tooks centrestage in the battle for the White House with duelling speeches by the two presidential candidates. It was the second time in two days that Mr Bush and Mr Gore spoke on identical issues - on Thursday it was the economy - in a preview of lines likely to be heard in Tuesday's first presidential debate.
