President George W. Bush goes head-to-head with California governor Gray Davis on Tuesday for talks on solving the state's energy crisis, with Mr Bush to refuse demands for controls on wholesale electricity prices. Mr Bush arrived in Los Angeles on Monday night, on his first visit to the state as President, on a three-day trip that carries political risks of him. The state solidly rejected him in the presidential election last November and is ground zero of the US energy crisis, with rolling blackouts and high gasoline prices.
