It may not be just out of his concern for effective governance that the Chief Minister, Mr Jyoti Basu, recently pulled up the State Health Department for the sorry state of affairs in hospitals and health centres in Calcutta. Officials records for the last five years show that crores of rupees have been misutilised and even misappropriated all over the state even as patients were deprived of essential facilities like bed, medicine and even diet.
