California regulators are exploring reviving a program to pay big industrial companies to conserve electricity during emergencies on the state's shaky power grid. A new California Public Utilities Commission (CPUC) study found there is a need to continue a program to interrupt industrial companies in order to ease the strain on the aging system in emergencies to avert blackouts.
