State legislators approved a $10 billion rescue plan Wednesday, in an attempt to save utility companies pushed to the brink of bankruptcy by California's deregulation law.Some of the same politicians who supported deregulating the energy industry in California five years ago voted to put the state in the business of buying power to keep the lights on.
