California secures its energy future

Gov. Gray Davis said California has reached agreements under which the state would spend more than $40 billion over the next decade for electricity. Mr. Davis said the 40, 10-year deals-some of which are firm contracts, others tentative agreements-would provide an average capacity of 8,886 megawatts of electricity.
