Californians, facing a chronic power shortage and the prospect of hundreds of hours of blackouts this summer, appear to be responding to pleas to conserve electricity, the state's governor said on Sunday. "In January, I asked Californians to reduce their electricity use by 10 percent. We are getting the job done," said Governor Gray Davis after announcing the state used 11 percent less electricity in May compared to the same month last year.
