California's top power regulator proposed more than a 40 per cent increase in electricity rates Monday for some 10 million homes and businesses, hoping to stave off blackouts this summer by encouraging conservation. Loretta Lynch, president of the Public Utilities Commission, said the increase would affect customers of Southern California Edison and Pacific Gas & Electric, the state's biggest utilities.
