Village development planning process is missing in the Gram Sabha meetings of Haryana.The rural development planning in fact, never assumes significance in the agenda and the participation of people, especially women and marginalised sections, is amiss in such forums.Most of the 6000 Gram Panchayats in Haryana have poor fiscal base. Caste and class play a crucial role. There is lack of awareness about the role of panchayats and the meetings are delayed or have very poor participation.
