The Centre blamed the States for lack of development in rural areas and said not much can be done without the State Governments' active role in the process. "The State Governments being the implementing agency for all rural development programmes, nothing much can be achieved unless the States take active role," Rural Development Minister Kashiram Rana said, while inaugurating the fourth editors' conference on social sector issues. Pointing towards the substantial increase in budgetary allocations for schemes meant for rural development and poverty alleviation, Mr Rana said the full potential of the programmes could not be realised in the absence of people's participation.
