Chandigarh has emerged as the best city to live in, in a survey on urban living conditions conducted by the financial magazine outlook Money. The inaugural survey for the Outlook Money Awards for the 'Best cities to live in'has a few other surprises. Delhi is ranked a poor 13th. This, the report says, is owing to its poor performance in education, safety, prices ad low average per capita income.
