It's a race against time. With the Chinese authorities confirming that the artificial dam in Tibet has begun to overflow and could burst any time, inundating more than 50 villages and towns in Himachal Pradesh, India stepped up efforts to control the damage along a 250-km stretch from the Indo-Tibet border and the town of Rampur.
