Stung by the defeat of tobacco legislation, President Bill Clinton on Monday sought to shame the cigarette industry and punish its political allies by ordering the government to track the brands favoured by underage smokers. The decision to study how well companies have penetrated the illegal youth market was designed to embarrass cigarette makers into reducing underage smoking while making their congresstional supporters pay a political price for killing the bill.
