The Punjab Development Report 2002 presented to the Chief Minister Capt. Amarinder Singh is a "Vision Paper" a workable model that will reinvent the state through "rejuvenation, quality and management". All this will happen only if there is a "revolution of the minds" at the political, bureaucratic and operational levels.
