The recommendation of the Kerala State Electricity Board (KSEB) to allow E1 Paso Energy as the co-promoter of Kannur Power Project Private Ltd, could not be ignored by the State in the absence of valid and sustainable grounds, according to a direction by the Kerala High Court.
