The Sendai High Court today dismissed an appeal filed by residents in Onagawa, Miyagi Prefecture, Japan who demanded Tohoku Electric Power Co. to halt the construction of a nuclear reactor and end operations of an existing one. Presiding Judge Toshimi Muto upheld a 1994 district court ruling that acknowledged the nuclear power plant posed a potential threat to residents and the environment, but denied any present danger. "There is no evidence that the plant's activity poses an immediate and specific danger," Muto said in the ruling.
