Social and economic upheaval after the collapase of Soviet Union has led to unemployment, poverty and sudden relaxation of social and legal taboos in Russia. This, coupled with an influx of heroin and other illegal drugs, has seen a rapid increase in the number of injecting drug users. This is shadowed by a steep increase in HIV incidence.
