The environmental protection Agency has decided to sharply reduce the level of sulfur allowed in diesel fuel, calling diesel emissions an important heatlh hazard. State air pollution officials planned to make public a report Wednesday contending that soot from diesel engines increases the cancer risk so that after a lifetime of exposure there would be 125,000 extra cases around the country.
