EPA, oil firms reach record deal to fix refineries

In the largest agreement ever reached with oil refiners for clean air violations, BP Amoco and privately-held Koch Petroleum Group will pay $14.5 million in fines and spend $580 million in facility upgrades, the U.S.Environmental Protection Agency said. The agreement will cut air pollution by 60,000 tons a year in 10 states.
