Frustrated by the Organization of Petroleum Exporting Countries parismony, Europe this week pleaded with Russia-an independent producer holding 5% of the world's proven oil reserves-to open its fuel taps wider, Russia could certainly use the money from expanded exports, but it is unlikely to help relieve Europe's fuel crunch soon.
