Europe is already taking a lead, both giving opportunities to African countries and support to ensure that they can make the most of them. Europe is the biggest aid donor in the world, and the world's most open global trading bloc, importing two times more from Africa than the rest of the non-EU G-8 put together. By 2009 Europe will have removed quotas and tariffs on all products from the world's poorest countries, except for arms. In addition to its aid and its market opening, Europe is also the world's biggest provider of trade assistance to enable poor countries to take advantage of their new opportunities in the European market.
