The Common Agricultural Policy of the European Union has been blamed for many things but it cannot be held directly responsible for the present outbreak of foot-and-mouth disease in the UK. Bearing in mind the devastating effects of mad cow disease, the latest disaster to hit EU livestock farmers will fuel new calls for radical reform of European farm policy. (Editorial)
