Lenders to the Dabhol Power Company (DPC) are a sharply divided lot. International lenders, in direct contrast to the stand taken by local ones led by the Industrial Development Bank of India (IDB), are categorical that additional assistance to DPC's phase-II will be held in abeyance despite the completion of 92 percent of the project work.
