Restoration of Chilka's badly undermined ecological balance is the crying need of the hour but Asia's biggest brackish water lagoon continues to suffer from gross official neglect, symbolished among other things, by diversion of funds meant for its development. The Comptroller and Auditor General's (CAG) report on this account has put the Chilka Development Authority (CDA), a body constituted specifically for preservation and all round development of the lake, in the dock.
