Fund mismanagement leaves UPAD programme impoverished

The Rs 66-crore British Government-aided Urban Poverty Alleviation Department (UPAD) programme in the Corporation of Cochin, the only one of its kind in Kerala State, may end up as a major flop, thanks to mismanagement of funds by the Corporation. The project, aimed at slum and poverty eradication in the Corporation, is entering its last lap. But with the Corporation diverting project funds for other purposes such as canal cleaning and prevention of waterlogging, not much attention has been paid to the miseries of slum-dwellers over the past four years.
