Despite US government efforts to prevent underground petroleum storage tanks from leaking, almost a third of the tanks are not properly operated or maintained, according to government report released yesterday. In 1984, Congress passed legislation to monitor the 2 million underground tanks operating at the time and prevent them from leaking.
