Germans nearing nuclear fuel pact

As part of its plan to end the use of nuclear power in Germany, the center-left coalition government is expected to agree to ban the practice of sending spent fuel out of the country for reprocessing. But under a compromise already reached by Environment Minister Juergen Trittin, a Greens lawmaker, and Economics minister Werner Mueller, a nonpartisan energy expert, the ban will not take effect until a year after passage.
