The Enron-sponsored Dabhol Power Company's (DPC) "development has been fraught with infirmities" and its actuality "cannot be wished away and it stands as a near-completed project on Indian soil," the Madhav Godbole Committee has said advocating that the deal between the DPC and the MSEB be renegotiated, including allowing the independent power producers to sell all the power "outside the MSEB system".
