Anarchy in managing finances including World Bank funds meant for developing irrigation facilities may prove costly for farmers already burdened with heavy water tax. The government has been knocking off funds meant for the much hyped Water Users Associations, leaving them short of cash to take up operation and maintenance works on canals, thereby defeating the very purpose of setting up WUAs.
