Assam Water Resource Minister Noor Jamal Sarkar today said that his Government was laying special emphasis on overall development of the rural areas through rehabilitation of the poor and downtrodden. Sarkar told PTI here that rural development was also sought to be improved through generation of self-employment avenues and better communication systems.
